RISK ASSESSMENT AND GRADING OF SECURITY SYSTEMS

The new european regulations, EN 50131 along with the UK source document PD 6662 are now the standards to which all new Intruder Alarm Systems are specified, installed and maintained to. The security installer has to carry out formal risk assessment of a premises to determin the Grade and Notification required. Useful referrance information can be found at Norwich Union.

Fortress Alarms can supply, install and maintain audible only, Central Station Monitored or/and Integrated Systems as required.

All systems can be upgraded to Central Station Monitored. Time and date log as standard for effective fault and activation diagnosis. Upload/downloading systems for greater flexibility, reduced downtime and better use of resources. Partitioned systems for multi-occupancy buildings. Proximity tag control (no numbers to type in) on Castle Systems. This provides a very simple means of activating the Intruder Alarm. Ideal for any customer and larger organizations where mistakes can be made with pin numbers. Additionally tags offer higher security in Police call systems.

KEYHOLDER ONLY CENTRAL STATION CONNECTION
Intruder alarm system to be linked to a Central Monitoring Station via an in-built communicator. This will be connected to your existing telephone line to provide keyholder response to alarm activations. There will be an automatic aborting facility. This will be explained to you on completion of the system. Upgrade to policing can be carried out easily – Details available upon request.

Central Station Monitoring (connection to Police via monitoring station)

There are automatic aborting procedures for cancelling false activations. These will be explained on handover of monitored systems.

The methods we currently support are as follows:

1) CENTRAL STATION DIGITAL COMMUNICATOR: A digital communicator fitted inside the control panel. This will be connected to a telephone line and will provide encoded signals to the Central Station. There are automatic aborting procedures as per the Police policy. This method relies on the security of the telephone line, which can be compromised. See note *1 below.

2) CENTRAL STATION: REDCARE GSM: A subscriber terminal unit (STU) and GSM unit situated inside the control panel. This will be connected to the Central Monitoring Station via a telephone line, which has been allocated to the REDCARE Network and the global mobile telephone network. REDCARE monitors the telephone line, which if lost will result in Central Station being notified via GSM, even if the GSM service is lost. THE GSM link will provide signalling when the Redcare service is lost. See note *2 below.

3)CENTRAL STATION: DUAL-COM GPRS: A Dual-Com unit to be situated inside the control panel. This will be connected to the Central Monitoring Station via the GPRS Network and an existing telephone line. Dual-Com provides two transmission paths for communication of activation signals. If one path is lost it is reported on the other path with the Central Station notified at all times. Dual-Com will not produce False Alarms due to line faults and will always provide valuable activation signals. If the line is cut, then a subsequent alarm can be passed onto the police as a verified intruder on site. See note *1 below.

Notes

*1 It is advisable to utilise a separate telephone line for the Central Station digital communicator. The telephone line should be an analogue line, or if ADSL (Broadband) then additional filter device will be fitted at no additional cost.

You are also advised to remove any network services such as BT 1571 etc as these can affect the operation of this device.

*2 The telephone line for Redcare must be a BT line, analogue or ADSL and free of all other communicating devices. i.e. fax, modem etc. The customer must authorise Fortress Alarms to apply for the Redcare line in writing stating telephone number, line number (if applicable) and exchange type (if applicable). It is possible to connect Redcare to lines with other communicating devices on with use of special filtering equipment at additional cost. Details available upon request.



Maintenance Charges

The first 12 months is always included in the installation price. Thereafter the optional cost is approximately 10% of the installation fee or £90.00 (plus VAT) per year, whichever is the greater. Our maintenance includes service inspections (1 on audible/keyholder only and 2 on Central Station Policing), parts, labour and 24 hour cover. We have to respond within 4 hours to meet NACOSS requirements. However we can show that most emergency calls are dealt with within the hour! There are some exceptions that are not covered such as customer and third party damage etc, but most of these exceptions may be covered by your own household/business insurance.

POLICE RESPONSE TO ALARMS (IF APPLICABLE) – PLEASE NOTE:

The police will attend to intruder alarm activations in accordance with the ACPO security systems policy only. This restricts the number of times police will attend to systems producing false alarms as follows:

• Three policed false alarms in any rolling 12 month period will result in police response being removed altogether.

This policy is designed to cover for any technical failures in the system, and does not allow for user mistakes or errors, for which the police understandably have a ‘zero tolerance’.

All new systems (and any systems that have had response removed) will only be able to incorporate a police response if the alarm activation is ‘confirmed’. Additionally the customer will have to pay £45.00 INC VAT direct to the police for their Unique Reference Number (URN), and two keyholders’ names, telephone numbers and addresses will be required.

Fortress Alarms will implement the most cost effective method of achieving ‘confirmed’ signaling, which is the sequential method. The way this operates is as follows:


• First signal (i.e. single sensor activation) will result in ‘keyholder only’ response.

• If a subsequent detector/door contact etc. is activated a second, ‘confirmed’ signal is passed. This will then be policed.

The advantage of this system is that if any single detector produces a false alarm, the police will not be called. The disadvantage is that if a critical area in the building only has one detector, it could be at risk from not being policed. This can be overcome by installing additional protection to such areas. Please let us know if additional area specific protection is required. However, a ‘confirmed’ signal is generally likely to be produced as an intruder moves around the premises.


The control panel we utilise will be able to provide sequential confirmation, but will not send out a ‘confirmed’ signal on the Entry & Exit route in accordance with DD243:2004. The time window for confirmed signaling to activate will be set to 30 minutes after first ‘unconfirmed’ detector activation.

INSURANCE AND NACOSS REQUIREMENTS:


All new systems and any systems that have had Police response removed will only be able to be passed to the Police if the alarm activation is confirmed. Additionally the customer will have to pay £35.00 INC VAT direct to the Police for their Unique Reference Number (URN)


All of our control panels meet the new standards and will not send out a confirmed signal on Entry & Exit route. The time window for confirmed signalling to activate will be set to 30 minutes after first detector (Unconfirmed signal) The system will provide an unconfirmed signal on single detector activation for keyholder only response.

If codes are used to set/unset the system then ALL CONFIRMED SIGNALLING MUST BE DISABLED.

If tags are used, then CONFIRMED SIGNALLING CAN BE ACTIVE IF TWO DETECTORS ARE ACTIVATED
off the entry route.


The latter is obviously the preferred choice and we would recommend this method.

CCTV SYSTEM
We can offer any type of camera and housing to suit any application, from small domestic use to multi-camera integrated solutions as required. We will advise on correct equipment based on your exact requirements and budget. However, we will not install any product that is under-specified as a useable image is paramount to any CCTV installation.

External or Internal Dome cameras, incorporating optical and digital zoom, colour/monochrome with tour and preset facilities can provide solutions for retail and commercial applications. These types of camera can be programmed to react to alarm inputs to automatically goto pre-programmed scenes of activity and take the place of multiple fixed cameras. Control can be via a dedicated joystick-keyboard and or via PC interface/network or direct off the front console of a suitable recorder.

Digital recorders have two main variants. PC-based and purpose built for application. As a company, Fortress Alarms (UK) Limited do not currently install PC based systems as they tend to be less stable and more problematic than stand-alone equipment.

CCTV monitors can be specified as required to suit application. From flat screen TFT screens to high resolution CRT display screens. All monitor types have their use from cost, aesthetic appearance and image detail, so we would advise on survey/specification stage once consultation has been carried out with the end user.

3) HIGH QUALITY DIGITAL RECORDING. Dedicated Micros digital recorder/multiplexers provide high quality recordings for the most demanding applications. These units are suited to applications where the recorded image is of the utmost importance and cost is less sensitive.
